I have had an intex 77in purespa portable spa for 5 years. Take the upper nut and loosen it until it leaks some water out. It could be many things, but one of them is not the filters :>d the heater or the pump, or the control gear / gfci. If it still doesn't reset, that is also the typical failure mode for a gfci by design, when it can no longer protect you it fails in a way such that you can't reset it and thus can't keep using it unprotected.
